CONTEXT

The main reasons for the development of the Active Monitoring methodology had to do with the paradox on management of innovative programs and projects:

  • On one side the need to control the projects containing creativity and innovation to avoid to stay on nice theoretical concepts without use as real new solutions for problems;
  • On the other side how to control these innovation, creativity and new solutions with Top-down regulations and only with traditional evaluation methods?

These thoughts lead to the need of structuring the project management integrating both aspects above mentioned.

The steering processes of the management have to stimulate and foster creativity and innovation of projects and simultaneously to ensure they keep developing along the Programme objectives. This is incorporated in the active monitoring methodology through the existence of a Guide containing:

  • A new approach of formative evaluation and quality management enabling the self-responsible quality management and a navigation system to help project managers to integrate their developments efforts into program-intentions and mainstreaming policies;
  • An approach to the concept of scientific guidance as an instrument to help the project teams to implement the new approach mentioned above.

OBJECTIVES

This project aims to multiply and transfer the active monitoring methodology and instruments to support project promoters and management teams to develop self-assessment/self-reflection procedures and apply them to their innovative projects to foster a continuous quality improvement along all the process.

The specific objectives are:

  1. To promote training for the partner organisations to prepare them to implement the methodology adapted to their own country and reality;
  2. To localise of the Active Monitoring Guide for project promoters;
  3. To test the active monitoring methodology and instruments in projects selected in every partner country;
  4. To make final adjustments to the localised guide and tools – in each partners country official language
  5. To integrate the tools and methodology in and interactive CD-ROM (in English)
  6. To implement at least one action managed by the networks
  7. To elaborate a report containing the results of the experience and presenting examples on how the model can be transferred to other European countries.

DEVELOPMENT OF THE PROJECT

The development of the project will include a first phase, lasting until January 2001, dedicated to a short research about what already exists in each country related with this kind of evaluation. The second phase, until March 2001,in which will be made the localisation of the Active Monitoring Guide in English, Flemish and Lithuanian by the respective partners followed by a field test, March to September 2001, monitored and guided by the experts of the partner organisations on those countries. The final products will include the Active Monitoring Guide in each of the above mentioned languages (paper version) and a CD-ROM version in English and will be available at the end of 2001.  In December it is foreseen to organise a final Conference for a wider dissemination and discussion with other potential users.
