The steering processes of the management have to stimulate and foster creativity and innovation of projects and simultaneously to ensure they keep developing along the Programme objectives. This is incorporated in the active monitoring methodology through the existence of a Guide containing:

DEVELOPMENT OF THE PROJECTThe development of the project will include a first phase, lasting until January 2001, dedicated to a short research about what already exists in each country related with this kind of evaluation. The second phase, until March 2001,in which will be made the localisation of the Active Monitoring Guide in English, Flemish and Lithuanian by the respective partners followed by a field test, March to September 2001, monitored and guided by the experts of the partner organisations on those countries. The final products will include the Active Monitoring Guide in each of the above mentioned languages (paper version) and a CD-ROM version in English and will be available at the end of 2001. In December it is foreseen to organise a final Conference for a wider dissemination and discussion with other potential users.
